In elec. network it's normal in case of overvoltage ,netw. to be capacitive, is it possible to be inductive?

In electricity network , it's normal in case of overvoltage , network to be capacitive, and in case of undervoltage , network to be inductive . But , in some cases and in end branch of distribution network , is it possible , the network to be inductive in spite of overvoltage and to be capacitive in spite of undervoltage ?in which actual cases and conditions it is probable ?

In elec. network it's normal in case of overvoltage ,netw. to be capacitive, is it possible to be inductive?
Neither inductance or capacitance have anything to do with voltage.


They are dependent on the components.


IE a motor will be inductive whatever voltage you apply.


A capacitor will be capacitive whatever voltage you apply
