Why does network utilization never reach 100%?

In task manager, you can view the network status on the network tab. Network utilization never reaches 100%. The connection dies off before it even reaches 50%. This is especially true with transfering files across networked computers. Average 0-3%; max burst 25%.





Does 1% of 11 Mbps (link speed) = 0.11 Mbps of data transfer?

Why does network utilization never reach 100%?
I think this has to do with the network overhead which is about 20% loss.
